Dr. Stephen C. Smith became the assistant superintendent for curriculum and instruction for the Lynchburg City Schools in July of 2003.  He has prior experience as an elementary school principal, a supervisor of math, science, and gifted education, and a middle school and high school teacher.  Dr. Smith’s doctorate is in administration and supervision from the University of Virginia and his master’s in curriculum and instruction and bachelor’s in science are from Lynchburg College.  

After completing his undergraduate degree in three years, Dr. Smith was named a Sommerville Scholar, the Lynchburg College award for the most outstanding graduate of the class. Twenty years later, in 2008, Lynchburg College presented Dr. Smith with the J. Edward Petty Outstanding Graduate Alumni Award in recognition of his contributions to education since earning his master’s degree from the school of education. 

Dr. Smith is a member of several professional organizations such as the ASCD (formerly the Association for Supervision and Curriculum Development), the Virginia Association of Science Teachers, and the Virginia and National Councils of Teachers of Mathematics. He is a member of a number of educational honor societies including Phi Kappa Phi, Kappa Delta Pi, and Phi Eta Sigma. From 2003-2005 he served as a contributing editor for the Journal of Remedial and Special Education. He has presented for the Virginia Department of Education on compliance with the No Child Left Behind Act and curriculum alignment and student assessment.  He has also presented for the Virginia Foundation for Educational Leadership and the Virginia Council of Administrators of Special Education.  He teaches graduate courses in research methods, applications of educational technology, and the principalship, and he has lectured on gifted education identification and service, differentiated instruction, and inquiry-based teaching.
