Dr. Jennifer Davis named Deputy Superintendent of Instruction; Joshua Boyd to lead Paul Munro Elementary
Lynchburg City Schools (LCS) has announced two key leadership appointments: Dr. Jennifer Davis has been named the next Deputy Superintendent of Instruction, and Joshua Boyd will serve as the next principal of Paul Munro Elementary School. Both hires were approved by the Lynchburg City School Board at its May 6 meeting.
Dr. Davis currently serves as the division’s Director of Teaching and Learning and will succeed Deputy Superintendent Amy Pugh, who is retiring after a remarkable 40-year career in education. Boyd will step into the principal role at Paul Munro as longtime principal Donna Baer also prepares for retirement following 40 years of service.
During her time as Director of Teaching and Learning, Davis has made a significant impact. Among other accomplishments, she led the implementation for the division’s All-In initiative to address learning loss, and she launched the New Teacher Academy to support and develop new educators.
Since 2008, Davis has served in a range of instructional and leadership roles at both elementary and secondary levels across Virginia. She looks forward to continuing to advance student achievement in her new role.

LCS Interim Superintendent Dr. Ben Copeland praised Davis’s leadership and vision.
“We are thrilled to announce Dr. Davis as the next Deputy Superintendent of Instruction,” Copeland said. “She not only brings deep expertise in curriculum and instruction to her new position, but she has a proven ability to inspire educators and elevate student outcomes.”
Joshua Boyd will bring nearly two decades of experience to his new role as principal of Paul Munro Elementary. He currently serves as Principal on Special Assignment, supporting both Paul Munro and Sandusky Elementary Schools. His previous roles include principal of the LCS Virtual Academy, assistant principal at Sheffield Elementary, and secondary instructional coach.

Dr. Copeland expressed his confidence in Boyd’s ability to lead Paul Munro into its next chapter.
“Mr. Boyd has repeatedly demonstrated his commitment to student success and development,” Dr. Copeland said. “His passion for education, his collaborative approach, and his experience across multiple school settings make him the right leader for Paul Munro.”
