The following is a list of annual required public notifications for Lynchburg City Schools (LCS).

Asbestos: In the past, asbestos was used extensively in building materials because of its insulating, sound absorbing, and fire retarding capabilities. Virtually any building constructed before the late 1970s contained some asbestos. Intact and undisturbed, asbestos materials generally do not pose a health risk. Asbestos materials, however, can become hazardous when, due to damage or deterioration over time, they release fibers. If the fibers are inhaled, they can lead to health problems, such as cancer and asbestosis. The Asbestos Hazard Emergency Response Act of 1986 (AHERA) was enacted by Congress to identify and monitor asbestos-containing materials found within public and private K-12 schools. Each year, as a requirement under federal law, the Lynchburg City Schools must notify you of the amount and location of asbestos in each of its facilities.

Lynchburg City Schools facilities were inspected in May 2017 by Hurt & Proffitt, Inc. using a licensed asbestos inspector. The inspections determined the physical condition and potential exposure hazard of each material known, or assumed, to contain asbestos. The results of that inspection are filed with the asbestos management plans for each site. The management plans are also on file at the School Administration Building, 915 Court Street, Lynchburg, Virginia, 24504. The management plans are available for review during regular hours. Counseling: Information regarding LCS academic and career guidance and social/social counseling programs that are available is provided to parents in the Lynchburg City Schools Parent/Student Handbook.  It is also located on the division website (under the Student Services Department), as well as respective school websites.

FERPA (Family Educational Rights and Privacy Act): Family Educational Rights and Privacy Act notice is provided to parent/guardians in Lynchburg City Schools Parent/Student Handbook. Learning Objectives: At the beginning of each school year, every school provides parent/guardians the learning objectives to be achieved at their child's grade level or, in high school, a copy of the syllabus for each of their child's courses.  Learning Outcome Goals are posted on the division website, and can be accessed by the provided link; Learning Outcome Goals (LOGS)

National Assessment of Educational Progress (NEAP): "Parents/guardians of children selected to participate in any NAEP assessment are informed before administration of any assessment that their child may be excused from participation for any reason. Respective "School Testing Coordinators" communicate with parents/guardians, NAEP coordinators, principals, and the Lynchburg City Schools Coordinator of Assessment, Ms. Dana Cole. Prosecution of Juveniles as Adults: Information regarding laws governing the prosecution of juveniles as adults for the commission of certain crimes are provided to Lynchburg City School students and parents in the Lynchburg City Schools Parent/Student Handbook.  Information can also be obtained by contacting the Student Services Department and by visiting the division website, lcsedu.net.

Pupil/Teacher Ratios: On or before December 31, information regarding pupil-teacher ratios in elementary classrooms and middle and high schools can be found on the LCS website.

Release of Student Records to Armed Forces Recruiters and Educational Institutions: Lynchburg City Schools Release of Student Records to Armed Forces Recruiters and Educational Institutions information is provided to students and parents in the Lynchburg City Schools Parent/Student Handbook.  Information can also be obtained by speaking with counseling offices within the division, by contacting the Student Services Department, or on the division website, lcsedu.net.

School Bus Rider Safety Rules: School Bus Rider Safety Rules and Student Conduct expectations are provided to Lynchburg City Schools parents and students in the Lynchburg City Schools Parent/Student Handbook.  It is also provided on the division website, lcsedu.net, and in LCS Policies and Regulations (Student Conduct on School Buses).

Services for Students Identified as Deaf or Hard of Hearing or Visually Impaired: Information regarding services for students identified as deaf or hard of hearing or visually impaired is posted on the division website, lcsedu.net.  It can be accessed by the provided link; Hearing or Visually Impaired Services.

Sex Offender Registry: Lynchburg City Schools parents are notified regarding Sex Offender Registry in the Lynchburg City Schools Parent/Student Handbook.  It is also provided on the division website, lcsedu.net, and in LCS Policies and Regulations.

Standards of Learning (SOLs):  Students in the Lynchburg City Schools are taught material required by the Virginia Department of Education. The Standards of Learning (SOL) for Virginia Public Schools establish minimum expectations for what students should know and be able to do at the end of each grade or course in English, mathematics, science, history/social science and other subjects. SOL tests in reading, writing, mathematics, science and history/social science measure the success of students in meeting the Board of Educations expectations for learning and achievement. All items on SOL tests are reviewed by Virginia classroom teachers for accuracy and fairness and teachers also assist the state Board of Education in setting proficiency standards for the tests. Student Achievement: Beginning in the 2022-23 school year, every school in the Lynchburg City Schools division switched to using the VDOE’s Parent Portal to share SOL test information with parents. The portal includes the student's SOL test results, information on how to interpret the test results, and suggested practice to improve skills at home. School Test Coordinators provide homeroom teachers with claim codes to share with parents after each test administration and provide log-in support to families as needed. 

Teacher Qualifications: Each school year, Lynchburg City Schools distributes a Title I Parent Notification letter to parent/guardians notifying them the right to know the professional qualifications of the classroom teachers who instruct their child. Federal law allows parent/guardians to ask for certain information about their child's classroom teachers.

Testing Transparency and Parent Opt Out: While Lynchburg City Schools does not have a local opt-out policy, parents have the right to have their child(ren) opt-out of state or division testing. Parents must notify the school in writing if they wish to opt-out of testing. The Virginia Board of Education does not have a state opt-out policy. The Virginia Department of Education requires that students enrolled in Virginia public schools complete all applicable Virginia tests. If, however, parents refuse to have their student participate in one or more of the required Virginia assessments, the following procedures will be followed within the school division: 

  • The parents should be informed that their student’s score report will reflect a score of 0 for any test that is refused.
  • A written statement from parents indicating the specific test(s) the parents refuse to have their student complete. The document should be maintained in the student's file as a record of the decision.
  • To account for the student, a test record for the refused test(s) is to be submitted for scoring with a Testing Status 51 coded to indicate the refusal was requested by the parent.
  • The parent and student should be made aware of any potential impact that not earning a verified credit may have on the student's attempt to graduate or meet specific diploma requirements.

Wellness Policies: Lynchburg City Schools is committed to providing school environments that promote and protect each student's health, well-being, and ability to learn by supporting healthy eating, physical activity and emotional growth. Wellness policy information is provided to students and parents in the Lynchburg City Schools Parent/Student Handbook, on the division website, lcsedu.net, and in LCS Policies and Regulations (Student Wellness Regulations and Guidelines).

Youth Health Risk Behavior Survey: Youth Health Risk Behavior Survey information is provided to all Lynchburg City School parent/guardians in the Lynchburg City Schools Parent/Student Handbook.  In any case in which a questionnaire or survey requesting that students provide sexual information, mental health information, medical information, information on student health risk behaviors pursuant to Va. Code 32.1-73.8, other information on controlled substance use, or any other information that the School Board deems to be sensitive in nature is to be administered, the School Board shall notify the parent concerning the administration of such questionnaire or survey in writing at least 30 days prior to its administration. The notice will inform the parent of the nature and types of questions included in the questionnaire or survey, the purposes and age-appropriateness of the questionnaire or survey, how information collected by the questionnaire or survey will be used, who will have access to such information, the steps that will be taken to protect student privacy, and whether and how any findings or results will be disclosed. In any case in which a questionnaire or survey is required by state law or is requested by a state agency, the relevant state agency shall provide the School Board with all information required to be included in the notice to parents. The parent has the right to review the questionnaire or survey in a manner mutually agreed upon by the school and the parent and exempt the parents child from participating in the questionnaire or survey. Unless required by federal or state law or regulation, school personnel administering any such questionnaire or survey shall not disclose personally identifiable information. No questionnaire or survey requesting that students provide sexual information shall be administered to any student in kindergarten through grade six. Public Budget Hearings: Before the Lynchburg City Schools school board approves its budget for submission to the appropriating body, the board must hold at least one public hearing to hear the views of the citizens.  Public notice for the budget hearings are posted on our division website, lcsedu.net, announced at board meetings prior to the budget hearing, and listed as an informational item on board meeting agendas.

Posting Requirements - Alternative to Dissection: Alternatives to Animal Dissection are provided to students and parents. All science teachers are informed that OSHA requires all employers—including schools—to provide training to make sure that teachers and staff understand how to read new Globally Harmonized System (GHS) chemical labels. All Lynchburg City Schools middle and high school science teachers are required to complete this training. The training is offered online to all science teachers.  Additionally, the VDOE requires that all science teachers receive Lab Safety training. Pursuant to the Code of Virginia, local school divisions shall provide students with alternatives to animal dissection in any relevant course curriculum. These alternatives shall address but not be limited to the use of detailed models of animal anatomy and computer simulations as alternatives to dissection and notification of students and parents of the option to decline to participate in animal dissection in writing. Bill of Rights: The Bill of Rights of the Constitution of the United States of America is posted in a conspicuous place in each Lynchburg City Schools school building.

Child Abuse Reporting: Notices are posted in each Lynchburg City Schools school buildings stating that anyone employed there who suspects that a child is abuses or neglected is required to report such suspected cases of child abuse or neglect. The Virginia Department of Social Services' toll-free child abuse and neglect hotline number is provided.

Comprehensive Plan (formerly Six-Year Plan): Prior to the adoption of the Lynchburg City Schools Comprehensive Plan, the plan or revisions of, will be posted on the division website, lcsedu.net, as well as discussed at a board meeting. Each school board must present a report to the public by November 1 of the odd-numbered year.

Fair Labor Standards Act: "Your Rights Under the Fair Labor Standards Act" is posted in each Lynchburg City Schools facility.

Minimum Wage: The Federal Minimum Wage Law is posted in LCS facilities.  

National Motto: The statement, "In God We Trust," is posted in a conspicuous place in each Lynchburg City Schools school building.

Pregnancy, Childbirth and Related Medical Conditions: Information regarding employees' rights to reasonable accommodation for know limitations related to pregnancy, childbirth, or related medical conditions can be found in the employee handbook and a conspicuous location in each facility.

USERRA (Uniformed Service Employment and Reemployment Act): Lynchburg City Schools employees are provided their rights, benefits, and obligations under USERRA.  This is available on the division website, lcsedu.net, in LCS Policies and Regulations.

Virginia Unemployment Compensation Act: The Federal Minimum Wage Law is posted in LCS facilities.  

Worker's Compensation: A notice of compliance with the provisions of the Virginia Workers Compensation act is posted in LCS facilities.
